Private Developer - Nover-Armstrong prepared a Site Investigation Report (SIR) in accordance with regulations promulgated by the State of Rhode Island and Providence Plantations Department of Environmental Management (RIDEM) Office of Waste Management for this site in response to the detection of residually contaminated soils discovered during excavation activities associated with a sewer line installation for two new residential condominium structures. Nover-Armstrong conducted initial environmental site assessment activities including: inspection, records research and subsurface media sampling and analysis at this former manufacturing facility located along a river. Residual arsenic- and petroleum-based contaminants were detected in soils and ground water. Remedial alternatives were evaluated so as to manage the actual or potential risks to human health and the environment. Risk characterization determined there was no risk to human health or the environment contingent upon the implementation of an Environmental Land Use Restriction (ELUR). Based on the results of our Firm's risk characterization, the Client was able to complete the installation of underground utilities at the site, as scheduled. Our Firm is in the process of preparing an ELUR, which will utilize engineered and institutional controls to limit exposure to subsurface soils.
