Non-Profit Organization - Nover-Armstrong played a key role in helping our client secure funding from the Massachusetts Housing Authority for the 163-unit Whittier Terrace residential development in downtown Worcester, Massachusetts. Nover-Armstrong conducted a comprehensive ASTM Phase I Environmental Site Assessment (Phase I) to identify recognized environmental conditions at the site. Upon careful inspection of the site and review of publicly-available documents several recognized environmental conditions including two that constituted a condition of Substantial Release Migration (SRM) as defined by the Massachusetts Contingency Plan, 310 CMR 40.0000 were identified. Subsequently, one of the firm's Licensed Site Professionals (LSPs) supervised the completion of Immediate Response Actions that fully addressed the conditions of SRM that ultimately established a condition of No Significant Risk at the site that supported the submission of a Class A - Response Action Outcome, achieving regulatory closure. Additionally, our Firm discovered an undocumented abandoned underground storage tank (UST) and supervised its closure in accordance with MassDEP Policy WSC-402-96. Class A - Response Action Outcome Statements were submitted to the MassDEP bringing regulatory closure to the site. All investigatory and remedial work was completed by Nover-Armstrong within four months.
